Is it possible to restrict creation of Issue Component and Report Completion against a Production Order ?

Dear Experts,

I have come across a requirement to restrict creation of Issue Component and Report Completion transaction against a Production Order, the condition is that if a UDF with name "U_Reviewed" has value "No" then the system should not allowed creation of Issue Component and Report Completion transaction against that Production Order.

I believe it should be possible with SP_Transaction Notification.

Request to provide guidance.
